Dear Mr. President:

I beg to transmit herewith Proclamation convening the General
Assembly of Maryland in Extraordinary Session at Annapolis,
Maryland, Saturday, December 17th, at 11:00 A. M., Nineteen Hun-
dred and Forty-nine.

PROCLAMATION OF THE GOVERNOR OF MARYLAND CONVENING THE

GENERAL ASSEMBLY OF MARYLAND IN EXTRAORDINARY

SESSION AT ANNAPOLIS, MARYLAND, SATURDAY,

DECEMBER 17, 1949, AT 11:00 A. M.

WHEREAS, a clerical error in compilation of the Journal of Pro-
ceedings of the regular session of the General Assembly of 1949
invalidated an Act creating a $50,000,000 loan fund for construction
of public schools throughout the State; and

WHEREAS, this invalidation of the loan Act will, unless immediate
steps are taken to re-enact the measure, result in a delay in class-
room construction urgently needed to accommodate a growing school
population; and

WHEREAS, for the aforegoing reason, an emergency exists which
requires a special or extraordinary session of the General Assembly
of Maryland, and justifies and makes it the duty of the Governor of
Maryland to convene forthwith the General Assembly in special or
extraordinary session.
