(Senate Joint Resolution 9)

Joint resolution of the General Assembly of Maryland, di-
recting the appointment of a commission to investigate ex-
isting sanitary facilities in Allegany County with respect
to water supply and sewerage systems, to determine the
most feasible method of correcting existing insanitary con-
ditions, and to prepare recommendations for appropriate
legislative action.

WHEREAS, many unincorporated communities in Allegany
County now lack public water supply and sewerage systems
and the present methods of obtaining water for domestic con-
sumption in other communities and the methods of disposing
of sewage therefrom constitute a potential menace to the public
health; and

WHEREAS, some of the existing public water supply systems
in Allegany County do not supply sufficient quantities of
water of satisfactory quality to meet the demands of the con-
sumers for domestic and industrial consumption; and

WHEREAS, legislative authority is lacking to intelligently
and economically correct these conditions in conformity with
reasonable long range planning; therefore, be it

Resolved by the General Assembly of Maryland, That a com-
mission be appointed to consist of seven members, four to
be appointed by the Board of County Commissioners of Alle-
gany County, one by the Mayor and City Council of the City
of Cumberland, and with the Director of the State Depart-
ment of Health of Maryland or some one designated by him
and the Chief Engineer of the "Public Service Commission of
Maryland as ex-officio members thereof, to investigate exist-
ing sanitary facilities with respect to water supply and sew-
erage systems in Allegany County, to determine the most
feasible method of correcting those conditions which, due
to the lack of adequate sanitary facilities, are deemed detri-
mental to public health, safety, comfort and convenience; and
