every possible way, the State and county programs for the recruiting
of new teachers; and be it further

Resolved, That this program be conducted with vigor, both in and
outside the State of Maryland, in order to assure a continuing influx
of new teachers for Maryland's rapidly expanding school program.

(Senate Joint Resolution 6)

Joint Resolution requesting the State Department of Education and
the University of Maryland to study the possibility for a program
of teacher training for liberal arts graduates of the University.

Whereas, during the course of a general study on the problems of
teachers' salaries and the recruiting of teachers for the public schools,
by the Committee on Taxation and Fiscal Matters, attention was
given to the constant need for a steady supply of new teachers in the
public school system; and

Whereas, mention was made of the good possibilities for recruit-
ing teachers among liberal arts graduates of our colleges and universi-
ties who did not major in education and, therefore, do not have the
training courses in methods and procedures of teaching; and

Whereas, it may well be possible that a special program of teacher
training work given to liberal arts graduates immediately after
graduation might fit them, within a relatively short period, for teach-
ing in the public schools; now, therefore be it

Resolved by the General Assembly of Maryland, That the State De-
partment of Education and the University of Maryland be requested,
jointly, to explore the possibilities for special courses in teaching
methods for the benefit of liberal arts graduates who did not major
in education, in order to fit such young people, within a relatively
short period, for possible employment in the public schools.

Joint Resolution requesting the Maryland delegation in the Congress
of the United States to have Maryland added to the amendment of
the Federal Social Security laws which permits employees in a
policeman's or fireman's position that is under a state or local
retirement system to be covered.
