Whereas, The State of Maryland has recently recognized the im-
portance of survivors' benefits for its regular employees and teachers
by including them under the Federal Old Age and Survivors' In-
surance program, more familiarly known as Social Security; and

Whereas, In the Federal Social Security laws, there is a general
provision which excludes coverage to persons in a policeman's or
fireman's position that is under a State or Local Retirement System;
and

Whereas, In a recent amendment to the Federal Social Security
laws, five States—South Carolina, North Carolina, South Dakota,
Oregon and Florida—were included under special provisions to permit
coverage of policemen in Social Security; and

Whereas, The Committee on Taxation and Fiscal Matters, follow-
ing an intensive study of State employees' problems, has recom-
mended that the State of Maryland should attempt to secure the same
privilege for policemen and firemen of the State of Maryland; now,
therefore be it

Resolved by the General Assembly of Maryland, That the several
members of the Maryland delegation in the Congress of the United
States be requested to do all in their power to include the State of
Maryland in the amendment that was recently adopted to the Federal
Social Security laws for the benefit of the States of South Carolina,
North Carolina, South Dakota, Oregon and Florida; and be it further

Resolved, That the Secretary of State of Maryland be requested to
send copies of this Resolution, under the Great Seal of the State of
Maryland, to each of the nine members in the Maryland delegation of
the Congress of the United States.

Joint Resolution requesting the State Department of Education and
the several local Boards of Education to study possibilities for
giving formal recognition of meritorious service performed by
public school teachers.

Whereas, during the studies of the problems of teachers' salaries
and teacher recruiting made by the Committee on Taxation and Fiscal
Matters, members of the Committee considered the possibilities for
giving recognition to outstanding teachers; and

Whereas, while the Committee well recognized the difficulty of
making individual evaluation of teaching skill and of having any in-
