tion No. 17 of the 1959 Session of the General Assembly, with such
changes in the membership of the Commission as he may deem
advisable, for the purpose of making a comprehensive study of
the total Maryland tax structure applicable to the motor bus in-
dustry, and to recommend, necessary legislation to the 1961 Ses-
sion of the General Assembly; and be it further

Resolved, That the Commission is relieved of its duty to study the
operating schedules of public passenger motor buses, as directed
in said Resolution No. 17, as this subject is within the exclusive
jurisdiction of the Public Service Commission of Maryland; and
be it further

Resolved, That a copy of this Resolution be sent to the Governor
of Maryland.

(House Joint Resolution 2)

Resolution requesting the Legislative Council to make a study of the
laws and regulations governing the seafood industry of Maryland
and also of the effectiveness of research policies of the State, and
make such recommendations to the General Assembly of 1961 as
it may deem advisable in the best interests of the seafood industry.

WHEREAS, Many questions have been raised as to the wisdom and
effectiveness of laws governing the seafood industries; and,

WHEREAS, The various laws governing the seafood industry should
be studied at length, and decisions made as to what should be included
in the law and be further provided for in rules and regulations; and,

WHEREAS, It seems unwise to present to the Legislature in the
short session suggestions for the many changes in laws that might
appear to be reasonable and necessary; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legis-
lative Council make a special study, either itself or through appoint-
ment of a special committee of the Legislature to report back to it,
of the laws governing the seafood industry with special reference to
the effectiveness of such laws in plans for rehabilitation of the in-
dustry, and to determine what, if any, changes should be made; and
be it further

Resolved, That the Legislative Council make a study of the State's
facilities for research relating to the seafood industry to determine
