"Duties and Powers", to follow immediately after Section 71
thereof, authorizing the State Roads Commission by resolution to
adopt speed zones and legal speed limits near certain schools, and
relating generally to the power and procedure applicable to speed
zones and legal speed limits near certain schools.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 71A be and the same is hereby added to Article
89B of the Annotated Code of Maryland (1957 Edition), title "State
Roads", sub-title "Duties and Powers", to follow immediately after
Section 71 thereof, and to read as follows:

71A. Upon the request of the local governing body of any political
subdivision within the State, the State Roads Commission is author-
ized to adopt and establish, by resolution, speed zones and legal speed
limits within a half-mile radius of any school located adjacent to any
road, street, or highway within said political subdivision. On every
such road, street or highway where such speed zone or speed limit
is so established, the Commission shall erect signs designating the
school zones and legal speed limits therein, provided said political
subdivision shall pay to the Commission the cost of erecting and
maintaining such signs. Violation of this section shall be deemed a
ANY PERSON CONVICTED OF EXCEEDING THE SPEED
LIMIT SO POSTED SHALL BE GUILTY OF A misdemeanor and
any person upon conviction shall be fined not more than One Hun-
dred ($100) Dollars.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

(Senate Bill 420)

AN ACT to repeal Article 88C of the Annotated Code of Maryland
(1957 Edition), title "State Planning Commission", and to enact
a new Article 88C in lieu thereof, to stand in the place of the
Article so repealed and to be under the new title "State Planning";
to repeal and re-enact, with amendments, Section 7 of Article 64A
of said Code, title "Merit System"; abolishing the present State
Planning Commission, creating a new State Planning Department,
providing generally for the personnel, powers, duties and functions
of the State Planning Department, creating a State Planning Com-
mission to advise and assist the State Planning Department and
relating generally to the present State Planning Commission and
to the new State Planning Department and State Planning Com-
mission and to the powers, duties, functions and personnel of each.

[Brackets] indicate matter stricken from existing law.

CAPITALS indicate amendments to bill.
