Commission. The proceeds of the tax shall be expended by the Com-
mission for the acquisition, maintenance, development, and operation
of the park systems in the counties, as well as the debt service re-
quired by its outstanding bonds or bonds issued in the future. The
Commission shall expend or disburse that proportion of said tax
collected from Montgomery County within Montgomery County and
that proportion collected from Prince George's County within Prince
George's County.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preserva-
tion of the public health and safety, and being passed upon yea and
nay vote supported by three-fifths of all the members elected to each
of the two houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT to add a new Section 251A to Article 27 of the Annotated
Code of Maryland (1957 Edition), title "Crimes and Punishments",
sub-title "Gaming", to follow immediately after Section 251 thereof,
authorizing the conduct and operation of games of bingo in Wor-
cester County, providing for the appointment of a Board to ad-
minister this law, specifying the powers and duties of this Board
and relating generally to the playing of bingo in Worcester County;
making this Act effective on June 1, 1961, but providing that its
continued effectiveness and applicability shall be contingent upon
the results of a referendum election in Worcester County to be held
in conjunction with the regular Congressional election therein in
the month of November 1962. AND SUBMITTING THIS ACT TO
A REFERENDUM OF THE VOTERS OF WORCESTER COUN-
TY AS PROVIDED HEREIN.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 251A be and the same is hereby added to Article
27 of the Annotated Code of Maryland (1957 Edition), title "Crimes
and Punishments", sub-title "Gaming", to follow immediately after
Section 251 thereof, and to read as follows:

251 A. Bingo in Worcester County

(a) Nothing in this sub-title shall be construed to make it unlawful
for (1) any local unit of a nation-wide bona fide non-profit organ-
ization or club composed solely of members who served in the Armed
Forces of the United States; (2) a bona fide religious group which
has conducted religious services at a fixed location in Worcester
County for a period of at least six years prior to the application to
the Worcester County Bingo Board; (3) a non-profit organization
desiring to raise money for an exclusively charitable or educational
purpose specifically described in the application to the Worcester
County Bingo Board (to qualify as such, a non-profit organization
must have been operating as such in Worcester County for a period
