set out herein shall be paid from the fines and other receipts of the
Department of Motor Vehicles provided in Section 341 of Article
66½ of the Annotated Code of Maryland (1957 Edition), and the cost
of debt service for bonds issued for these purposes shall not be in-
cluded by the Board of Public Works in determining the tax rate un-
der the provisions of this Section unless the revenues from the fines
and other receipts of said Department of Motor Vehicles be insuffi-
cient to provide necessary funds to pay the principal and interest on
such bonds.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

Sec. 11. And be it further enacted, That, exempting funds herein
appropriated for razing of the old Center Building, moneys derived
from the sale of Certificates of Indebtedness authorized by this
Act shall be used only for capital improvements and for no other
purpose. In determining whether an expenditure represents a Capital
improvement, the Board of Public Works shall be guided by the
principle that a capital improvement is an improvement, the useful
life of which shall be at least equal to the life of the bonds or
Certificates of Indebtedness by which it is financed.

Sec. 12. And be it further enacted, That this Act shall take
effect June 1, 1963.

GOVERNOR'S STATEMENT

I hereby approve Senate Bill No. 139 except for the following enumerated items
which I hereby expressly disapprove and veto in accordance with the power and
authority conferred upon me by Article II, Section 17, of the Constitution of
Maryland:

1.   Section 5 (C) (7) relating to an appropriation of $62,000 for the State's
share of the acquisition of land and construction of regional branch bacteriological
public health laboratory at Easton through the matching of federal and local
funds;

2. Section 5 (C) (8) relating to an appropriation of $75,000 for land acqusition
and preliminary planning funds for facility for retarded children's home and center
in the Washington Metropolitan area;

3.   Section 5 (G) (B-l) relating to an appropriation of $35,000 for an access
road and parking area at Dan's Mountain Recreation Area;

4.   Section 5 (G) (D-l) relating to an appropriation of $35,000 for the acquisi-
tion of land (approximately 17 acres) which lies west of Willow Spring Road,
south of Riverview Avenue and northweast of Broening Highway, through the
equal matching of funds to be appropriated by Baltimore County, for a Dundalk
buffer zone;

5.   Section 5 (G) (F-2) relating to an appropriation of $230,000 for the ac-
quisition of land for General Smallwood State Park;

6.   Section 5 (P) (3) relating to an appropriation of $350,000 for the con-
struction of a dormitory at Maryland State College, Princess Anne;
