Hon. William Houck, duly seconded, moved to elect the Honorable E.
Homer White as Speaker Pro-tem for the Special Session.

There being no further nominations the Honorable E. Homer White
was elected and administered the oath of office as Speaker Pro-tem by the
Chief Clerk.

The Speaker Pro-tem announced the election for Speaker of the House
of Delegates.

Honorable Thomas H. Lowe, duly seconded, moved to elect the Hon.
Marvin Mandel of Baltimore City as Speaker of the House of Delegates
for the Special Session.

There being no further nominations the Hon. Marvin Mandel was
elected Speaker of the House of Delegates for the Special Session.

The Speaker Pro-tem administered the oath of office to the Hon.
Marvin Mandel of Baltimore City as Speaker for the Special Session of
June 22, 1967.

The Speaker addressed the House briefly.

MESSAGE TO THE SENATE

June 22, 1967.
By Mr. Lowe:

Gentlemen of the Senate:

The House of Delegates, pursuant to the Governor's proclamation,
has met in Special Session and having organized the election of the Honor-
able Marvin Mandel, Speaker and under the Rules of the House, Mr.
James P. Mause, Chief Clerk is now ready to proceed with the business
of the session.

We respectfully propose with your concurrence, the appointment of a
joint committee of five members, three on the part of the House and two
on the part of the Senate, to wait upon the Governor and inform him that
the General Assembly is now organized and prepared to receive any
communications he may desire to make.
