EXECUTIVE ORDERS

Assembly created the Maryland Automobile Insurance
Fund; and
WHEREAS, That Act provided that the Fund was to be
generally governed by an Executive Director with the
advice and assistance of a three member Board of
Trustees; and
WHEREAS, In order to assist the Executive Director and
the Board of Trustees in the performance of their
respective duties, I created the Maryland Automobile
Insurance Fund Advisory Board by Executive Order
dated January 16, 1974; and
WHEREAS, Under the governing structure created by the
1972 Act, there was no statutory representation from
the various segments of the private insurance
industry in the governance of the Fund, and one of
the purposes in creating the Advisory Board was to
provide for such representation in an advisory
capacity; and
WHEREAS, By Chapter 241 of the Acts of 1976, the General
Assembly has substantially revised the governing
structure of the Fund, principally through the
abolition of the Board of Trustees and the creation
of an eleven member Board of Directors; and
WHEREAS, The new Board of Directors, by virtue of Chapter
241, Acts of 1976, will contain five members chosen
by and representing private insurance companies, and
will exercise much more responsibility in the
setting of policy and overall supervision of the
Fund than did the Board of Trustees; and
WHEREAS, Although an Advisory Board can still serve a
valuable function in assisting the Executive
Director, its composition and duties should be
revised in light of the 1976 statutory changes in
the structure and governance of the Fund;
HOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
BY VIRTUE OF THE AUTHORITY VESTED IN ME BY ARTICLE
II, SECTION 24 OF THE CONSTITUTION OF MARYLAND, AND
BY ARTICLE 41, SECTIONS 15, 15C, AND 15CA OF THE
ANNOTATED CODE OF MARYLAND, HEREBY PROMULGATE THE
FOLLOWING ORDER AMENDING THE EXECUTIVE ORDER OF
JANUARY 16, 1974, EFFECTIVE JULY 1, 1976.
1. The Maryland Automobile Insurance
Fund Advisory Board (hereinafter "the Board")
is hereby created as a unit of the Maryland
Automobile Insurance Fund (hereinafter "the
Fund") -
