EXECUTIVE ORDERS

WHEREAS, Maryland is one of the seven leading states in the
total revenue of its race tracks; and

WHEREAS, Notwithstanding recent increases in the population
of Maryland, the average daily attendance at Maryland's
thoroughbred tracks and the average daily revenue to
the State from thoroughbred racing declined between
1968 and 1976; and

WHEREAS, A series of State Commissions including the Sybert
Committee, the Miles Commission, and the Rasin-Clark
Commission have recommended extensive unimplemented
reforms in the regulation of racing in Maryland and
additional changes have been recommended in a
Management Analysis Study of the Maryland Racing
Commission undertaken by the Department of Budget and
Fiscal Planning in August 1978; and

WHEREAS, Other states have in recent years carried out
important changes in the organization and regulation of
racing and it is desirable that there be a
comprehensive review of Maryland policy toward racing;
and

WHEREAS, It has been estimated that the racing industry,
together with the horse-raising industry and associated
services, directly and indirectly generates some
$600,000,000 a year in economic activity in Maryland;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTIONS 1 AND 24 OF THE CONSTITUTION OF
MARYLAND AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND HEREBY ISSUE THE FOLLOWING
EXECUTIVE ORDER EFFECTIVE IMMEDIATELY:

1.    The Governor's Commission on Racing Reform
is hereby created;

2.    The Commission consists of seven members
appointed by the Governor, one of whom shall be a
member of the Senate, and one of whom shall be a
member of the House of Delegates;

3.    The Commission shall conduct a general
study of the racing industry as it exists in
Maryland and other jurisdictions and of other
industries closely allied to it and in connection
therewith shall:

(a) Review previous studies of the racing
and allied industries in this State in light of
