approval of the Legislative Policy Committee, may administer
oaths, issue subpoenas, compel the attendance of witnesses
and the production of any papers, books, accounts, documents
and testimony, and cause the deposition of witnesses,
residing either within or without the State, to be taken in
the manner prescribed by law or rule of procedure for taking
depositions in civil actions. If any person fails to comply
with a subpoena issued by the Legislative Policy Committee,
or any standing committee as permitted by this section, or
if any witness fails to testify on any matters on which the
person may be lawfully interrogated, the circuit court of
any county, or an appropriate court of the Supreme Bench of
Baltimore City, on application of a member of the committee,
shall compel obedience by proceedings for contempt. False
swearing by any witness before the [Legilative] LEGISLATIVE
Policy Committee or any standing committee constitutes and
is punishable as perjury.

The recommendations of the standing committees,
statutory committees, and special committees appointed by
the Legislative Policy Committee shall be completed,
compiled and made public, together with the reports relating
to the recommendations[, at least 30 days] prior to any
session of the General Assembly at which these
recommendations are to be submitted. A copy of the
recommendations and reports shall be mailed to each member
of the General Assembly, to each elective State officer, and
to the State Library.

-[-The expenditures of the Legislative Policy Committee
shall be as provided in the annual operating budget.-]- The
SUBJECT TO AN APPROPRIATION IN THE ANNUAL OPERATING BUDGET
OR A BUDGET AMENDMENT APPROVED PURSUANT TO BUDGET AMENDMENT
PROCEDURES IN EFFECT BETWEEN SESSIONS OF THE GENERAL
ASSEMBLY, THE committee LEGISLATIVE POLICY COMMITTEE may
accept gifts, grants, contributions, and research funds from
any public or private department or agency for purposes
related to the work and activities of the committee, or of
any of the standing, statutory, or special committees and
subcommittees functioning when the General Assembly is not
in session, and it may expend these funds for those
purposes.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
