LAWS OF MARYLAND

Ch. 21

THE SECRETARY SHALL ADOPT RULES AND REGULATIONS THAT
SET:

(1) THE SERVICES TO BE PROVIDED BY CENTERS; AND

(2) THE QUALIFICATIONS. AND STANDARDS FOR
ADMISSION TO AND DISCHARGE FROM THE CENTERS.

REVISOR'S NOTE: This section formerly appeared as the
sixth sentence of Article 43, § 598.

The phrase "adopt rules and regulations" is
substituted for "promulgate policies" for
consistency throughout this article; see
revisor's note to § 2-104(b) of this article.

The only other changes are in style.

The first and second clauses of former Article
43, § 42(d), which authorized the adoption of
rules and regulations for administering chronic
disease hospitals and for admissions and
discharge, are deleted as unnecessary in light of
this section and in light of the broad rulemaking
power of the Secretary under § 2-104(b) of this
article.

Similarly, the third and fourth clauses of former
Article 43, § 42(d), which authorized the
adoption of rules and regulations for
administering medical care for the indigent and
medically indigent, are deleted as unnecessary in
light of § 15-103 of this article, as to the
Medical Assistance program, and in light of the
broad rulemaking power of the Secretary under §
2-104(b) of this article.

19-504. PROGRAMS.

EACH CENTER MAY:

(1)  ESTABLISH ANY OUTPATIENT CLINIC FOR
PREADMISSION EVALUATION, AFTERCARE, OR OTHER HOME HEALTH
CARE SERVICE;

(2)  FURTHER MEDICAL KNOWLEDGE BY HAVING A
FACILITY TO EXPLORE NEW WAYS OF TREATING PROBLEMS PECULIAR
TO CHRONICALLY ILL AND DISABLED INDIVIDUALS;

(3) CONDUCT ANY EDUCATIONAL AND TRAINING PROGRAM
TO IMPROVE THE KNOWLEDGE AND SKILLS OF PHYSICIANS AND
