EXECUTIVE ORDERS

significant progress over the last five months to ease the
savings and loan crisis so that today withdrawal
restrictions have been eliminated at 80 of the 102 savings
and loan associations formerly insured by the Maryland
Savings Share Insurance Corporation; and

WHEREAS, In order to further protect the depositors and the
taxpaying citizens of Maryland, additional legislation is
needed to resolve remaining serious problems;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, PURSUANT TO THE POWERS VESTED IN ME BY ARTICLE II,
SECTION 15 AND ARTICLE III, SECTION 14 OF THE CONSTITUTION
OF MARYLAND, DO HEREBY PROCLAIM AND CONVENE A SPECIAL AND
EXTRAORDINARY SESSION OF THE GENERAL ASSEMBLY OF MARYLAND TO
COMMENCE AT 10:00 A.M. ON THURSDAY, OCTOBER 17, 1985 IN THE
STATE CAPITOL IN THE CITY OF ANNAPOLIS FOR THE PURPOSE OF
ENACTING LEGISLATION TO FACILITATE THE ACQUISITION, MERGER,
CONSOLIDATION, OR RECAPITALIZATION OF CERTAIN SAVINGS AND
LOAN ASSOCIATIONS INSURED BY THE STATE OF MARYLAND DEPOSIT
INSURANCE FUND CORPORATION AS WELL AS TO ELIMINATE A
RESIDENCY REQUIREMENT FOR THE DIRECTOR OF THE DIVISION OF
SAVINGS AND LOAN ASSOCIATIONS, DEPARTMENT OF LICENSING AND
REGULATION.

COMMUTATION

DALE WHITE

WHEREAS, Dale White, Grantee, has been convicted of Rape, First
Degree, and Sexual Offenses, First Degree (three cases) and
was sentenced to four consecutive life sentences plus 100
years consecutive on August 18, 1978 in the Garrett County
Circuit Court;

WHEREAS, Dale White was found hanging in his cell at a
Pennsylvania prison and has been in a coma since November
15, 1984, and was mandatorily released to the Maryland
Diagnostic Classification Center on April 10, 1985; and

WHEREAS, Dale White's medical records indicate that he suffered
significant cortical brain damage dysfunction from lack of
oxygen, diagnostically termed anoxic encephalopathy, and is
functionally immobile and unable to communicate verbally;
and

WHEREAS, The Maryland Parole Commission, in consideration of his
