extremely poor prognosis for recovery and medical condition,
has unanimously recommended that the sentence of Dale White
be commuted so that he can be released on medical parole to
the Mason F. Lord Chronic Hospital in Baltimore, Maryland;
and

WHEREAS, Article 41, Section 107(d), of the Annotated Code of
Maryland provides that a commutation of sentence shall be in
the form of a written executive order signed by the Governor
under the great seal of Maryland;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY ORDER THAT THE
FOUR CONSECUTIVE LIFE SENTENCES PLUS 100 YEARS CONSECUTIVE
SENTENCE OF DALE WHITE, GRANTEE, BE COMMUTED TO THIRTY
YEARS, AS RECOMMEND BY THE MARYLAND PAROLE COMMISSION.

EXECUTIVE ORDER OF OCTOBER 16, 1985

FRIENDSHIP AND CHESAPEAKE SAVINGS AND LOAN ASSOCIATIONS -
TEMPORARY CESSATION OF WITHDRAWALS

WHEREAS, Chapter I of the Laws of the 1985 Extraordinary Session
of the General Assembly provides broad authority to the
Governor to effectively manage any emergency situation in a
savings and loan association;

WHEREAS, An emergency exists with respect to Friendship and
Chesapeake Savings and Loan Associations, in that the
welfare of depositors is threatened by an actual or
impending impairment of liquidity;

WHEREAS, The emergency with respect to Friendship and Chesapeake
Savings and Loan Associations cannot be managed solely under
the terms and conditions set forth in Executive Order
01.01.1985.11 (May 21, 1985), as amended; and

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, INCLUDING BUT NOT LIMITED
TO ARTICLE 41, §§ 15B, 15B-2, AND 15B-3, HEREBY PROCLAIM
THAT A STATE OF PUBLIC CRISIS AND EMERGENCY EXISTS WITHIN
THE STATE OF MARYLAND AND HEREBY ORDER THAT:

(a) (1) In this Order, the following words have
the meanings indicated.

(2) "Account" means any depositary account,
