(House Joint Resolution No. 53)

A House Joint Resolution concerning

A Task Force on Drunk and Drugged Driving

FOR the purpose of establishing a Task Force to study the problem
of drunk and drugged drivers; requiring the Task Force to
issue a report and make recommendations by a certain date;
and generally relating to establishing a Task Force on Drunk
and Drugged Driving.

WHEREAS, Drunk and drugged drivers kill and injure many
people on the highways every year; and

WHEREAS, The problem of drunk and drugged driving is of
continuing concern to the citizens of the State of Maryland; and

WHEREAS, A united effort of government, private industry,
and public interest groups is essential for solving the problem
of drunk and drugged drivers; and

WHEREAS, Immediate and concerted action is necessary in
order to safeguard the people of the State of Maryland from drunk
and drugged drivers; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a Task
Force be established to study the problem of drunk and drugged
drivers; and be it further

RESOLVED, That the Task Force on Drunk and Drugged Driving
be composed of:

(1)  3 members of the House of Delegates, appointed by
the Speaker of the House, and 3 members of the Senate of
Maryland, appointed by the President of the Senate;

(2)  5 representatives of the judiciary, to be
composed of:

(a)  3 judges from the District Court of
Maryland, including the Chief Judge and 2 judges appointed by the
Chief Judge of the District Court;

(b)  1 judge from the circuit court, appointed
by the Chief Judge of the Court of Appeals; and

(c)  Chairman of the Standing Committee on Rules
of Practice and Procedure;

(3)  Superintendent of the Maryland State Police;
