JOINT RESOLUTIONS

(4)  Executive Assistant for Public Safety of the
Executive Office of the Governor;

(5)  A State's Attorney for Anne Arundel County to be
recommended by the Maryland State's Attorneys' Association;

(6)  Administrator of the Motor Vehicle
Administration;

(7)  2 representatives of private industry, including
a representative from the Maryland State Licensed Beverage
Association with knowledge of available server training programs
such as the "Techniques of Alcohol Management (TAM) Program",
appointed by the Speaker of the House and the President of the
Senate; and

(8)  2 representatives from public interest groups,
including a representative from MADD, appointed by the Speaker of
the House and the President of the Senate; and be it further

RESOLVED, That the Task Force is charged with:

(1)  Examining methods of increasing the effectiveness
of the remedies currently available for combatting drunk and
drugged driving;

(2)  Examining remedies developed by other states and
jurisdictions to deal with the problem of drunk and drugged
drivers;

(3)  Recommending changes and additions to current
laws and regulations dealing with drunk and drugged drivers;

(4)  Examining whether a single executive agency
should be responsible for administering and coordinating efforts
to deal with the problem of drunk and drugged driving;

(5)  Examining the costs associated with improving
equipment and facilities used in preventing and detecting drunk
and drugged driving, and recommending ways of funding any
additional costs; and be it further

RESOLVED, That the Speaker of the House and the President of
the Senate designate the Chairman of the Task Force; and be it
further

RESOLVED, That the Task Force report its findings and
recommendations to the General Assembly by December 1, 1988; and
be it further

RESOLVED, That staff for the Task Force be provided by the
Department of Legislative Reference; and be it further
