AN ACT concerning

Creation of a State Debt - Maryland Consolidated Capital Bond Loan of 1993, Maryland
Consolidated Capital Bond Loans of 1990, 1991, and 1992, General Construction Loans
of 1974, 1976, 1981, 1982, 1983, 1984, 1985, 1986, 1987, 1988, and 1989, Kent County Jail
Loan of 1985, and Washington County Detention Center Loans of 1989 and 1990, St.
Mary's County Detention Center Loan of 1991, General Construction Contingency Fund,

and Construction Contingency Fund

FOR the purpose of authorizing the creation of a State Debt in the amount of Three
Hundred Twenty Eight Million, Nine Hundred Thousand Dollars ($328,900,000)
Three Hundred Twenty Three Million, Seven Hundred Thousand Dollars
($323,700,000), Three Hundred Twenty-Five Million, One Hundred Forty-Five
Thousand, One Hundred Twenty-Five Dollars ($325,145,125), the proceeds to be
used for certain necessary building, construction, demolition, planning, renovation,
conversion, replacement, and equipment purchases of this State, and for acquiring
certain real estate in connection therewith, and for grants to certain subdivisions
and other organizations for certain purposes subject to the requirement that certain
grantees provide certain matching funds of a certain type by a certain date;
specifying the intent of the General Assembly concerning the funding., operation, and
auditing of certain projects; providing generally for the issuance and sale of bonds
evidencing the loan; amending Chapter 289 of the Acts of 1974, the General
Construction Loan of 1974, to permit funds remaining in the appropriation to
construct a Student Development Center to be used to provide a portion of the
funds to renovate the original portion of Douglass Library at the University of
Maryland Eastern Shore; amending Chapter 914 of the Acts of 1976, the General
Construction Loan of 1976, to permit funds remaining in the appropriation to
design and construct an Archival Building to be used to provide a portion of the
funds for the State capital facilities renewal program; amending Chapter 724 of the
Acts of 1981, the General Construction Loan of 1981, to permit funds remaining in
the appropriation to construct an 80-Bed Forensic Unit at the Clifton T, Perkins
Hospital Center to be used to provide a portion of the funds to equip Phase I of the
maximum security unit and related areas at Clifton T. Perkins Hospital Center, and
to construct a multipurpose building at the Regional Institute for Children and
Adolescents - Baltimore, and to permit funds remaining in the appropriation to
construct a new correctional institution at the Maryland Correctional Institution -
Hagerstown Complex to be used to provide a portion of the funds to design and
construct a new medium security correctional facility in Allegany County; amending
Chapter 520 of the Acts of 1982, the General Construction Loan of 1982, to permit
funds remaining in the appropriation to correct fire safety deficiencies in the Hall of
Records and Legislative Services Buildings and in the appropriation to implement
Energy Audit recommendations and install an 850-ton chiller for the central power
plant at the State Office Center - Baltimore to be used to provide a portion of the
funds for the State capital facilities renewal program, to permit funds remaining in
the appropriation to design and plan a One-Hundred-Bed building at Springfield
