(Senate Bill 4)

AN ACT concerning

Creation of a State Debt - Maryland Consolidated Capital Bond Loan of 1992, Maryland
Consolidated Capital Bond Loans of 1990 and 1991, General Construction Loans of 1982,
1983, 1984, 1985, 1986, 1987, 1988, and 1989, Chesapeake Bay Water Quality Loans of
1984 and 1985, City Jail Loan of 1986, Baltimore City Jail - Women's Detention Center
Loan of 1987, Baltimore City Jail Loans of 1988, 1989, and 1990, Dorchester County Jail
Loan of 1989, and Chapter 472 of 1991

FOR the purpose of authorizing the creation of a State Debt in the amount of Three
Hundred Forty-Nine Million, Nine Hundred Seventy-Nine Thousand Dollars
($349,979,000), the proceeds to be used for certain necessary building, construction,
demolition, planning, renovation, conversion, replacement and equipment
purchases of this State, and for acquiring certain real estate in connection
therewith, and for grants to certain subdivisions and other organizations for certain
purposes subject to the requirement that certain grantees provide certain matching
funds of a certain type by a certain date; establishing a Construction Contingency
Fund and providing for the crediting of certain appropriations to the Fund;
providing generally for the issuance and sale of bonds evidencing the loan;
amending Chapter 520 of the Acts of 1982, the General Construction Loan of 1982,
as further amended by Chapter 421 of the Acts of 1990, the Maryland Consolidated
Capital Bond Loan of 1990, to permit a portion of the funds remaining in the
supplemental appropriation for the acquisition of the Latrobe Site and the
construction of a 250-bed minimum security unit to be used to provide a portion of
the funds to acquire property for a new medium/minimum security.facility at a site
to be determined; amending Chapter 670 of the Acts of 1983, the General
Construction Loan of 1983, to permit funds remaining in the appropriation to
acquire land and prepare detailed plans for a medium-security correctional
institution to be used to provide a portion of the funds to acquire property for a new
medium/minimum security facility at a site to be determined; amending Chapter 670
of the Acts of 1983, the General Construction Loan of 1983, as amended by Chapter
286 of the Acts of 1986, the General Construction Loan of 1986, to permit funds
remaining in the appropriation to design, construct and equip a replacement facility
within the enhanced secured area at the Maryland Training School to be used to
supplement the Juvenile Services Capital Project Fund created by Chapter 421 of
the Acts of 1990, the Maryland Consolidated Capital Bond Loan of 1990; amending
Chapter 82 of the Acts of 1984, the General Construction Loan of 1984, to permit a
portion of the funds remaining in the appropriation for the construction of a
gymnasium at Coppin State College to be used for the construction of Phase I of the
Health Sciences Facility; amending Chapter 797 of the Acts of 1984, the
Chesapeake Bay Water Quality Loan of 1984, to permit funds remaining in the
