3806 ARTICLE 17.

(N) Any person who shall have attained the age of twenty-five years,
who shall not have been convicted of a felony or a misdemeanor involving
moral turpitude, who shall be a registered voter and a taxpayer on real
property in said town, and who shall be a resident of the ward from which
he seeks election, shall be eligible for the office of Commissioner.

(O) A person shall be deemed a candidate for the office of Commis-
sioner and his name as such candidate shall be placed on the ballots pre-
pared by the Board of Election Supervisors provided such person shall,
at least ten days (including Sundays and holidays) prior to the date of
said election file with said Board a petition, signed by at least five regis-
tered voters of the ward from which such person seeks election, which said
petition shall state (a) the name and address of the candidate (b) the
ward from which he seeks election (c) the fact that such person is eligible
for the office of Commissioner and (d) that such person wishes his name
placed on the ballot as a candidate from his ward. Such petition shall be
sworn to, by the person so filing the same, before the Secretary Commis-
sioner or before a justice of the peace or other officer or person (including
a notary public) having authority to administer oaths in Prince George's
County, both as to the fact of his eligibility and as to the genuineness of
the signatures of such petition. No person shall be deemed a candidate
nor shall his name be placed upon the ballots unless the provisions of this
paragraph shall have been complied with.

(P) After the polls are closed on the night of the election, the Board
of Supervisors shall count the votes and the candidate from each ward
who shall have received the greatest number of the total number of votes-
cast shall be deemed to be the elected Commissioner from such ward. And
in counting the votes, no ballot shall be rejected because the voter casting
the same shall have voted for only one candidate. And if in his ballot
any voter shall have voted twice or thrice for the same candidate, suck
ballot shall be counted as but a single vote for such candidate.

(Q) After the ballots and votes have been counted and the result ascer-
tained, said Board shall, within twenty-four (24) hours certify to The-
Cottage City Commission the result of such election, stating the names
of the candidates and the number of votes cast for each, and shall, within
the same period, post at least one copy of such certificate at the voting place
in each ward and also at the regular meeting place of said Commission.
Such certificate shall be signed by each member of said Board of Election
Supervisors. Provided, however, that failure on the part of said Board
to make such certificate or to post copies theerof, or failure to do both of
these acts, shall not invalidate such election. If said Board shall so fail
to make such certificate and post copies thereof, then it shall be the duty
of The Cottage City Commission to make such certificate and post such
copies thereof.

(R) After said Board shall have counted the ballots and votes and
ascertained the result of the election, said Board shall file with The Cot-
tage City Commission all records and books in connection with such elec-
tion.
